NOTICE: Effective March 1, 2016, all Contractor Specialty examinations will require pre-approval from DPOR prior to taking the examination. For more information please contact the Board for Contractors Licensing Section directly at (804) 367-8511.
As of 8/21/06, the Designated Employee or a member of Responsible Management of all contractors applying for initial licensure (for an entity that is not currently licensed) must successfully complete an 8-hour business class approved by the Board for Contractors.
This applies to Class-A, Class-B & Class-C Contractors. (Please note that individuals applying for a Class C license; A Owner/Officer/Partner of the Company must be the person to take the required 8-hour Business Course required by the Board.)
Effective December 1, 2012, contractors will be required to take technical exams for the specialties they put on their license. This applies to Class A, B and C licenses. Contact the Virginia Board for Contractors for more information.
Scope of Work: Highway/Heavy Contractors (H/H) means those individuals whose contracts include construction, repair, improvement, or demolition of the following: bridges, dams, drainage systems, foundations, parking lots, public transit systems, railroads, roads, runways, street, structural signs and lights, and tanks. The functions carried out by these contractors include but are not limited to the following: building demolition, clearing, concrete work, excavating, grading, non-water well drilling, pile driving, road marking, and steel erection.
These contractors also install, maintain, or dismantle the following: (1) power systems for the generation and primary and secondary distribution of electric current ahead of the customer's meter; (2) pumping stations and treatment plants; (3) telephone, telegraph, or signal systems for for public utilities; and (4) water, gas, and sewer connections to residential, commercial, and industrial sites, subject to local ordinances. This classification may also install backflow prevention devices incendential to work in this classification when the installer has received formal vocational training approved by the board that included instruction in the installation of backflow prevention devices.
H/H includes the following specialties and they are not required to be listed separately on your contractor license.
Asphalt Paving and Sealcoating Contracting (PAV)
Billboard/Sign Contracting (BSC)
Concrete Contracting (CEM)
Landscape Irrigation Contracting (ISC)
Marine Facility Contracting (MCC)
Vessel Construction Contracting (VCC)

The Highway/Heavy exam has 70 questions and is open-book and multiple choice. There is a 180 minute time limit and a 70% is required to pass.
Exam topics include: Road Construction, Erosion and Drainage Control, Steel Erection, Utility Connections, Tanks, Concrete Structures, Railway Construction, Welding, Piles, Runways, Backflow Prevention, and Safety.
